Here is a link to what looks like one of Recyclebank's agreement:

Dollars ($2.00) per residence per month, i.e., Twenty Four Dollars
($24.00) per year, except for the Pilot Program for which there
shall be no charge. If the recycling program is successful as
expected, however, RecycleBank’s fees shall be completely offset
by the amount of money that the City shall save on unspent

Also note, according to the press release, that the "cash" people would receive in return for recycling is actually credit to be used at certain businesses. I think before anyone gets all excited about what Recyclebank offers, there would have to be a careful consideration of what it would cost the town to implement such a program.
