This subject has resulted in some interesting comments and information. In my opinion trash service is a basic service that a city or town owes residents and its full cost should be covered within propety taxes. Residents do not and cannot afford additional fees. What the article does not state is that pay as you throw results in a large increase in illegal dumping, which then results in a cost to clean.

Yes, pay as you throw increases recycling but it is not the only way to do so and as stated comes as an additional cost to residents. There is much we can and should do to increase recycling but not with a pay as you throw program, in my opinion.
