For those against pay as you throw, I think they need than to pass this bylaw if get weekly recyling in future. Residents must place a recyling bin with collectables out each week to receive free rubish disposal. If no bin, each bag requires a $2 green sticker. The only exemption allowed would be medical and would require documentation and reason why the homeowner could not recycle.
