and not to belabor this. My point about Joe Connolly's reference to the USA Today article was that it should not be the sole basis for a policy decision. I think we agree that all facts should be considered in determining what is the best way for Saugus to increase its recycling rate, which I believe is being mandated by the state. For example, on set of facts would be what the cost of each project would be to Saugus. My understanding of the Recylebank program is that they are paid a considerable percentage of the tipping fees saved as a result of the increase in recycling.
