I guess that last point you brought up could come back at you as a single question and that might be....

Do we have a good program that just requires one of our administrators to get tough and to turn the screws on our current vendor until they give in or are you suggessting our urrent program was ill conceived?

Sometimes the smallest gestures or activites can make all the difference

Are we getting these activities right?

Sometimes in places like Saugus difficult situations just arise for one reason or another

Sometimes it is the fault of the people in control, sometimes it is not, sometimes the remedy to such issues may be very difficult to achieve since in many instances many Towns like Saugus are being managed by volunteers, or ill trained people, or tired people or people who may just not be trained properly to do be the most successful at the tasks they are challanged by
