Joe, I don't think that Dallas compares to Saugus perhaps to the Greater Boston area, over a million people in Dallas proper and 5 million in the greater Dallas area. My experience with recycling whether it is depot recyclable that I started in Revere, or several iterations of solid waste pickup contract in Chelsea is that on a tonnage basis, recycling is cheaper by the elimination of the more expensive componant of solid waste disposal, the disposal cost at the RESCo facility. To me more recycling is a no brainer as a way to decreasing the cost of providing solid waste service.
