The Problem is and will always be, people do not have time to recyle, as they didn't have to do it before.
The only way to change that belief is to make it a state and federal mandatory  law to recyle or face a fine and or jail time.
 PEOPLE WHO DO NOT RECYLE ARE KILLING ANIMALS AND OTHER PEOPLE.
